European Commission Consults on Strategic Environmental Assessment (SEA) Directive

The Strategic Environmental Assessment (SEA) Directive establishes a specific set of rules (ie preparation of an environmental report on the likely significant effects of a plan or programme on the environment; informing and consulting the public and the environmental authorities; transboundary consultations with potentially affected Member States; identification of measures to address and monitor significant environmental impacts) applying to the decision-making related to the approval of plans and programmes. The Directive applies at an early stage when certain plans and programmes are being developed.
